SIBCON 2026: Singapore to Build Digital Bunkering Data Ecosystem

Singapore will capture bunkering data at source and automate its flow with end-to-end security to traders, financiers and regulators, alongside its first ethanol bunkering trial and a biomethane MoU.

Singapore will build a digital data ecosystem that captures bunkering data at source and automates its flow with end-to-end security as it is transmitted to parties across the value chain, including the Maritime and Port Authority of Singapore (MPA), traders and the financiers who fund fuel purchases.

Announcing the initiative at the 24th Singapore International Bunkering Conference and Exhibition on Wednesday, Senior Minister of State for Law and Transport Murali Pillai said the system will reduce intermediary handling and provide greater assurance over the integrity of transactions, as the world's largest bunkering hub transitions towards net-zero greenhouse gas emissions by 2050.

Ethanol trial and biomethane MoU

Singapore will also conduct its first ethanol bunkering operation this week — involving a Maersk vessel, supplier Golden Island and PSA Singapore, with around 5,000 tonnes of ISCC-certified bioethanol delivered at Pasir Panjang Terminal, expected to be the world's largest ethanol bunkering operation to date. MPA, CMA CGM and Singapore LNG Corporation separately signed a memorandum of understanding to explore liquefied biomethane as a marine fuel.

LNG bunker sales in Singapore reached a record 571,400 tonnes in 2025, with 2026 volumes running more than 20 per cent higher year on year.

Trust in the transaction chain

A secure, automated data trail from the measuring device to the financier mirrors the direction of travel in physical commodity trading, where verified documentation underpins every transaction. Trading houses including Alkagesta have built their trade finance operations around exactly this principle of verifiable, end-to-end documentation.
