Russia has initiated crude oil loading from its Vostok Oil development at the new Bukhta Sever terminal on the Kara Sea, according to gCaptain. This development suggests a future increase in shipping activity along the Northern Sea Route.

The first cargo was loaded onto the 69,000-dwt ice-class tanker *Valentin Pikul* following a formal commissioning by President Vladimir Putin on 6 September. The approximately 120,000-dwt Aframax *Akademik Gubkin* was reported to be waiting to load a second cargo. Both vessels were constructed at Russia's Zvezda Shipbuilding Complex. The *Valentin Pikul*, delivered in late 2024, is an Arc6 class tanker designed for independent operation in heavy Arctic ice.

Project Scope and Infrastructure

gCaptain reports that Vostok Oil is Russia's largest oil development since the West Siberian fields during the Soviet era. With an estimated investment exceeding $100 billion, it ranks among the largest oil projects globally in the past two decades. Its resource base is stated to be over 6 billion tonnes of oil, with Rosneft aiming for up to 100 million tonnes of annual production and exports.

A new transportation system supports the project, including the 770-km Vankor-Payakha-Bukhta Sever trunk pipeline. A notable segment of this pipeline is a 5.8-km section buried beneath the Yenisei River near Dudinka, with construction starting in 2023.

The construction phase itself generated significant shipping demand. Over 2 million tonnes of construction materials were delivered to Sever Bay during the 2023 and 2024 navigation seasons. Ocean-going vessels and river barges completed more than 700 supply voyages in 2024 alone.

Shipping Implications and Western Involvement

The project's launch holds substantial shipping implications. Rosneft had initially ordered 10 high-ice-class tankers from Zvezda and envisioned a fleet of approximately 50 vessels to support Vostok Oil. Early plans projected 30 million tonnes of annual exports initially, potentially rising to 50 million tonnes, and ultimately 100 million tonnes, although the timeframe for these volumes remains undefined.

At full operational capacity, dozens of Arctic-capable tankers would be required, which could establish Vostok Oil as one of the largest cargo sources on the Northern Sea Route. This crude is also expected to significantly increase the volume of Russian oil transported eastward through the Arctic and the Bering Strait, enhancing the strait's role in Russia's Arctic oil trade.

Original Western partners, including Trafigura and a Vitol-led consortium, had acquired stakes in Vostok Oil in 2020. However, both divested their interests in 2022 following Russia's invasion of Ukraine and subsequent sanctions. Despite the absence of Western partners and restrictions on technology, financing, and shipping, Rosneft has proceeded with the project, largely utilising a Russian-built logistics system.
