Subsea7 has secured a contract from LLOG Exploration, a subsidiary of Harbour Energy, for work on the Who Dat East development in the US Gulf of Mexico. The contract is valued by Offshore Energy at between $50 million and $150 million, and Subsea7 has classified it as 'sizeable'.
The scope of work for Subsea7 includes the fabrication, transport, and installation of a 29-kilometre steel catenary riser and pipe-in-pipe system. These components will connect to the Who Dat floating production system (FPS). Additionally, Subsea7 will be responsible for installing umbilical and subsea controls for the project.
Project management and engineering activities are set to commence immediately at Subsea7's Houston, Texas office. Offshore operations are anticipated to begin in 2028.
Who Dat East Development Details
The Who Dat East development is situated in lease MC 509-1, at an approximate water depth of 1,300 metres. The project involves a single-well development, which includes the completion of the 2024 Who Dat East discovery well, the construction of the 29-kilometre pipeline to the Who Dat FPS, the installation of subsea controls, and minor upgrades to the existing FPS.
First production from the Who Dat East development is projected for the second half of 2028. Initial gross production rates are expected to reach approximately 6,500 barrels of oil per day (bopd) of liquids and 50 million standard cubic feet per day (scf/d) of gas.
Joint Venture and Previous Incidents
The Who Dat project is a joint venture comprising LLOG as the operator with a 40% interest, Karoon also holding 40%, and Westlawn with 20%.
According to Offshore Energy, a minor riser leak occurred at Who Dat in February 2026. Following this incident, the joint venture has been progressing a structured remediation plan. The removal and analysis of the affected riser were scheduled to begin in the third quarter of 2026.
