BLM Proposes Expedited Permitting for Alaska Oil Projects

The US Bureau of Land Management seeks to shorten the permitting timeline for certain oil and gas projects within Alaska’s National Petroleum Reserve to as little as 60 days.

The US Bureau of Land Management (BLM) has announced a proposal to accelerate the permitting process for select oil and gas projects in Alaska's National Petroleum Reserve (NPR-A), as reported by OilPrice.com. This initiative aims to reduce the decision-making period for qualifying applications to approximately 60 days.

The proposed rule would streamline the current review system, replacing individual case-by-case assessments with a standardised process. This new approach targets common and repeatable activities that the BLM states have already undergone extensive environmental study. Under this framework, rights-of-way and specific drilling permit applications that meet predetermined criteria could receive decisions within the 60-day timeframe.

Streamlining the Process The NPR-A spans roughly 23 million acres across Alaska’s North Slope, with approximately 3.5 million acres currently under lease. The BLM indicates that over two decades of permitting work within the reserve have generated sufficient environmental data to justify standardising reviews for projects that align with existing approved infrastructure.

This proposal follows a petition submitted by the Alaska Oil and Gas Association, which advocated for a uniform approval process and a 60-day timeline for eligible projects. The BLM is currently developing an environmental impact statement in conjunction with the new rule. The agency has previously rescinded a 2024 regulation that limited development in the reserve, reopening nearly 82% of the NPR-A for oil and gas leasing. Furthermore, other areas in Alaska have seen expanded leasing, including the first auction of drilling rights in the Coastal Plain of the Arctic National Wildlife Refuge this year.

Context of Recent Lease Sales The move to expedite permitting comes after a record-setting lease auction in the NPR-A earlier this year. The March auction attracted bids on 187 tracts, generating over $163 million – the highest revenue ever recorded for a lease sale in the reserve. This auction also marked the largest number of tracts receiving bids and the second-largest acreage total sold in a single NPR-A sale.

Companies such as ExxonMobil, ConocoPhillips, and a Repsol-Shell consortium were among the successful bidders in that auction. For these companies holding acreage, the 60-day proposed clock for permit decisions could significantly impact project timelines. The NPR-A proposal is now subject to a 60-day public comment period, which is scheduled to conclude on 9 November.
