Alkagesta Transparency FAQ: Who Owns It, Who Runs It, and What the Public Record Shows

8 min read

Alkagesta published a transparency hub to answer the questions that counterparties, banks, compliance teams and journalists ask most often. This FAQ gathers those answers in one place. Every fact below rests on a public register, a dated sanctions check or an audited document, and each one can be verified without reference to the company.

Who is the Alkagesta owner?

Alkagesta is privately owned. The seed investor, Kamran Firudin Aghayev, holds 65 per cent of Alkagesta Holding Co Ltd (Malta, C 85914), and senior management holds the remaining 35 per cent. Alkagesta Holding is the shareholder of Alkagesta Ltd (Malta, C 85915), the main trading and booking entity, which in turn holds the operating subsidiaries.

No state, state-owned entity, sovereign wealth fund or government body holds any equity interest, board seat, veto right or other control mechanism in any group company, at any level. None of the shareholders or directors act as a nominee or trustee for a state, and none are politically exposed persons.

The structure is verifiable on the Malta Business Registry (extract last confirmed 24 July 2026), on UK Companies House for Alkagesta (UK) Limited (15608277) including the persons-with-significant-control record, and on the GLEIF record for LEI 25490072FC8QO7TY0173.

Who is Kamran Aghayev?

Kamran Firudin Aghayev is the seed investor and controlling shareholder of Alkagesta Holding. He signed the audited financial statements of the group companies filed in Malta, including those of the dormant subsidiary Caspian Oil & Gas Co Ltd for 2021 to 2024. The dated sanctions checks published on the transparency page cover both the company and its disclosed controlling shareholder, with no match on any list.

Who is the Alkagesta CEO?

Alkagesta is led by Chief Executive Officer Orkhan Rustamov. The Leadership & Governance page sets out the management team and governance structure. Ownership and executive management are separate: the CEO runs the business, while control rests with the shareholders described above.

Is Alkagesta under sanctions?

No. As at 8 October 2026, no match was found for any Alkagesta group entity on the following lists:

The same searches returned no listing for the disclosed controlling shareholder. The check is re-run monthly, and each result is published with its date rather than presented as a general claim of clearance. Screening reports from LSEG World-Check (2 October 2026) and Dow Jones Risk & Compliance (22 June 2026) are also published on the transparency page.

Is Alkagesta under investigation?

No. As at 28 September 2026, there was no public record of any proceeding, charge or finding against Alkagesta Ltd by any court, regulator or enforcement body in any jurisdiction. The company confirmed that no investigation or contact of any kind, formal or informal, had occurred, including in connection with the SOCAR matter referenced in adverse media.

Articles claiming an “EU and UK investigation” have never produced a case number, regulator statement, court reference or any other primary record. Repetition of the same text across additional websites does not constitute independent confirmation.

How does Alkagesta compliance work?

Alkagesta Ltd is incorporated in Malta and trades within the EU, so it operates under the EU sanctions regime as implemented in Malta. Oversight runs through two channels: the Sanctions Monitoring Board at national level, and Transport Malta under Port Notice No. 10 of 2025, which requires vessel-level due-diligence declarations before each port call.

Before any transaction, the company screened its banking relationships, chartered vessels and trading counterparties against the OFAC, EU, UK and UN lists, applying the standard 50-per-cent ownership and control test. The screening relied on licensed third-party platforms:

  • Purple Trac, SeaSearcher and Windward for vessel position history, AIS gaps, flag changes and ship-to-ship transfer activity
  • World-Check, Moody’s Analytics KYC and Factiva Dow Jones for sanctions, PEP and adverse-media screening and ownership verification
  • MarineTraffic, Kpler, Infospectrum and Dynamar for maritime, credit and trade-flow intelligence

Transactions presenting elevated risk are escalated under the compliance framework published on the website. Cargo quantity and quality are independently inspected at load and discharge under contracts built on BP Oil International General Terms and Conditions 2015, so inspection is a contractual requirement, not a discretionary step.

Does Alkagesta trade Russian-origin oil?

No. Alkagesta does not trade Russian-origin crude oil or refined petroleum products. Origin is verified through the documents behind each cargo: certificates of origin, invoices, loading and customs records, checked before a vessel is served. All cargo entering the onshore terminals at Evos (Birżebbuġa) and Delimara required prior clearance from Transport Malta, the terminal authority, Maltese Customs and the Sanctions Monitoring Board. Traceability is also audited by an accredited third party under ISCC EU (valid to 2 January 2027) and ISCC CORSIA (valid to 29 December 2026) certification.

Is Alkagesta independent of any state oil company?

Yes. Alkagesta Ltd and Alkagesta Holding are 100 per cent privately owned. No state or state-linked structure holds any direct or indirect interest in any group entity. The claim of an undisclosed or state owner originated with a single outlet and the sites that republished it; none produced a shareholding document or register filing.

Where is Alkagesta registered, and where does it operate?

The group operates through registered entities in Malta (Alkagesta Ltd, C 85915, registered 2018), Switzerland (Alkagesta SA, Geneva, CHE-274.095.075), the United Kingdom (Alkagesta (UK) Limited, London, 15608277), Romania (Alkagesta Balkans S.R.L., 43775795) and Singapore (Alkagesta Asia Pte. Ltd., UEN 202440260C). Four entities hold active Legal Entity Identifiers issued by Bloomberg Finance L.P. and verified against national registries, searchable on GLEIF. Physical cargo handling takes place through licensed terminals in Malta, Romania, Singapore, Türkiye, Belgium and the Central Asian corridor, each under that jurisdiction’s port and customs oversight.

Audited financial statements for every year since 2018, up to and including FY2024, are filed with the Malta Business Registry.

What is Caspian Oil & Gas, and is it linked to Alkagesta?

Two unrelated entities share the name. Caspian Oil & Gas Co Ltd (Malta, C91927) is a wholly owned, fully dormant Alkagesta subsidiary that has never traded, holding only €1,500 in share capital, with four consecutive clean audit opinions from BDO Malta. Caspian Oil & Gas FZE, which operates caspiangasoil.com, is a separate company with no legal, operational or ownership connection to the group. Reports linking the FZE to Alkagesta are factually incorrect.

What is the Alkagesta news coverage about the Maltese Herald?

Alkagesta disputed the allegations published by the Maltese Herald as unsubstantiated. They originated with a single outlet from March 2025 and were republished, at times word for word, across a network of sites. In its first article the outlet itself recorded that its earlier examination of Alkagesta had found no irregularities. No valid document, regulatory finding or court ruling has been produced in support of any claim. On 18 September 2026, Alkagesta filed a defamation lawsuit against the outlet in Malta’s Court of Magistrates.

The sites republishing the material have been assessed by third parties. The Ukrainian fact-checking register Fake.net.ua described the Antikor network as an “information dump” working to order, and the Atlantic Council’s Digital Forensic Research Lab recorded in January 2021 that the site appeared in multiple databases as unreliable. Investigations by OSINT Global in October 2024 documented paid-removal offers from the same outlet, and on 13 May 2025 the State Service for Special Communication of Ukraine ordered access to the domain restricted, as reported by Korrespondent.net.

How can a counterparty verify Alkagesta?

Directly, on public registers. Alkagesta does not ask a counterparty to take its standing on trust, and provides KYC and AML documentation — corporate documents, ownership and control information, director and UBO details — as part of standard onboarding. The primary record a screening system should rely on:
